We are aware that good intentions, hefty funds and large projects on their own are not enough to ensure positive results – the quality of programmes and how well resources are used are equally critical factors for a successful challenge on poverty. Therefore, all our programmes are designed with strong M&E components to avoid time delays and project overruns. As such, the trustees have put in place systems wherein managers give regular feedbacks on progress being made towards achieving our strategic objects.
To ensure effectiveness, we will institute monitoring systems both at Programme and project levels. Project level monitoring will provide regular feedback on progress, which will then be aggregated on a quarterly basis at the programmes level to allow trustees time to review and ascertain whether our strategic priorities/objects are being met. We will then juxtapose project evidence against the set Programme performance benchmarks, and key project indicators will be assessed on a six monthly basis. All progress feedback from stakeholders will be supplemented by project monitoring visits by at least one trustee in six months, with periodic external surveys and public perception evaluation.
Although A-fID is solely responsible for the success of all programmes, to save cost, implementing partners will be responsible for regular monitoring of projects sub-contracted to them – they will be required to give regular progress update to A-fID. As requirement all implementing partners are obliged to carry out ongoing monitoring. We will hold quarterly meetings with implementing partners to receive feedback and evaluate progress against benchmarks and strategic goals. In the event that A-fID is an implementing partner for a bi or multilateral donor, we will give regular feedback to the donor as agreed. At the start of each project we will agree benchmarks against progress to be monitored. These indicators or benchmarks will be regularly reviewed to ensure that monitoring is effective and strictly carried out. In particular with projects that have long durations or longer implementation periods.
Trustees also intend to deploy rigorous independent evaluators where necessary to assess whether our programmes are having the intended impact and are fit for purpose – but also to learn for future improvements. Evaluation will be supplemented by reviews at project level and at the end of each Programme. We will also be carrying out public perception surveys to assess the suitability and practicality of our programmes. Trustees will have the role of advising on results and adapting strategic goals and indicators as per agreed evaluation benchmarks.
